**Binance has halted all user withdrawals following a devastating “complex attack”
that drained approximately $6.3 billion from its hot wallets on October 29, 2026.**
The historic breach is the largest cryptocurrency theft on record. Despite the unprecedented
scale, Binance co-CEOs Richard Teng and Yi He quickly reassured customers that **
all user losses will be fully covered** by corporate reserves and the exchange’s
Secure Asset Fund for Users (SAFU), with withdrawals expected to resume within 48

Technology forecasting is hard, even for experts. A look at well-known misses offers
useful habits for business planning.

**Predictions that missed**

**“Spam will be solved in two years.”** At the World Economic Forum in 2004, Bill
Gates predicted that spam would be eliminated within two years. Two decades later,
email filtering is a major industry and phishing is a leading attack method.

**“The iPhone won’t catch on with business.”** In a widely reported 2007 interview,
Microsoft’s then-CEO Steve Ballmer dismissed the iPhone’s price and predicted it
would not gain significant market share. Smartphones went on to reshape business
computing.

**“The paperless office is coming.”** Writers in the 1970s predicted that computers
would soon eliminate paper. Office paper use actually grew for decades afterward,
and many businesses still print.

**“The death of the password.”** Leaders at major technology companies have declared
passwords dead for more than twenty years. Passkeys are now finally making progress,

– **Surprise winners:** the biggest changes often come from unexpected directions.

Traditional satellite internet was slow and laggy. A newer generation of low-earth-
orbit (LEO) satellites, orbiting much closer to the planet, offers faster speeds
and much lower delay. Several providers now offer service to businesses, and more
constellations are being built.

**Where it fits**

– **Remote or rural sites** with poor or no fibre, cable, or cellular coverage

– **Temporary locations:** construction sites, events, and field operations

– **Mobile operations:** vehicles, vessels, and equipment

– **Backup connectivity** for critical sites, so an outage on the main line doesn’t
stop the business

– **Disaster recovery,** where ground infrastructure may be damaged

**Strengths**

– Fast deployment: often a self-installed dish and a power supply

– Coverage in places where other options are unavailable

– Performance that is good enough for video calls, cloud apps, and VoIP at many 
sites

**Limitations**

– **Performance varies** with congestion, location, and plan

– **Obstructions and weather:** the dish needs a clear view of the sky, and heavy
snow or storms can affect service

– **Latency** is far better than older satellite service but still typically higher
and less consistent than good fibre

– **Cost:** equipment and monthly plans can be higher than wired service in cities

– **Data policies:** check priority levels, caps, and what happens when you exceed
them

– **Dependence on a single provider’s network**

2. **Protect it:** place a business firewall behind the terminal, use a VPN for

## Ransomware Negotiation and Payment Laws Around the World

Paying a ransom is a hard decision, and law is increasingly part of it.

_**General information, not legal advice. Laws are evolving. Consult counsel and
your insurer before any payment decision.**_

**Approaches taken**

– **Reporting requirements:** Australia introduced the world’s first mandatory ransomware
payment reporting regime for certain businesses, effective May 30, 2025. Reports
are due within 72 hours of making a payment. It doesn’t prohibit payment.

– **Payment bans for certain sectors:** the United Kingdom confirmed plans to ban
ransom payments by public sector bodies and operators of critical national infrastructure,
while requiring other businesses to notify the government before paying, plus mandatory
reporting of ransomware incidents. Check the status of the legislation.

– **No general ban in most places:** the United States has long discouraged payments
but has not imposed a national ban. Authorities warn that paying may violate sanctions
rules if the recipient is a sanctioned party.

– **Canada:** has no general ban on ransom payments. New incident-reporting duties
for designated critical infrastructure operators arrive through the Critical Cyber
Systems Protection Act. Sanctions and anti-terrorism laws, privacy law (such as 
Law 25), and insurer requirements may also apply.

**Why governments act**

Payments fund criminal groups and encourage more attacks. Reporting helps law enforcement
disrupt them. But critics warn that bans could push payments underground, and can
leave victims, especially small ones, with fewer options.

**Practical considerations**

– **Paying doesn’t guarantee recovery.** Data may not be restored, and stolen data
may still be leaked.

– **Sanctions risk:** professional negotiators and counsel check whether the group
is sanctioned

– **Insurance:** many policies require notice before any payment, and coverage terms
vary

– **Reporting duties:** incidents involving personal information may trigger legal
notifications regardless of payment

– **Decision framework:** assess backups, legal exposure, insurer guidance, and 
business impact before deciding

**Reduce the chance you face the decision**

– **Offline or immutable backups, tested**

– **MFA, patching, and EDR with 24/7 monitoring**

– **A written incident response plan,** including legal and insurer contacts

– **Cyber insurance reviewed** for your requirements

**Bottom line**

The best position is one where you can restore from backup without paying. Everything
else is damage control.

– **Workforce identity:** employees signing in with single sign-on, MFA, and passkeys
through systems like Microsoft Entra ID

– **Customer identity:** how customers create accounts and sign in to your services

– **Government and verifiable credentials:** digital IDs and wallets that let people
prove facts, such as age or qualifications, without sharing everything

**What’s changing**

– **Passkeys** are replacing passwords for many services

– **Digital wallets:** the European Union is rolling out European Digital Identity
Wallets under its eIDAS 2.0 framework, with member states required to offer them
by the end of 2026. Canada is developing its own trust frameworks and pilots at 
federal and provincial levels, and details differ by jurisdiction. Check current

– **Verifiable credentials:** cryptographically signed claims that can be checked
quickly, without a central database lookup

– **Stronger identity verification** to combat fraud, including deepfake-resistant
checks
